  1. Call to Order - Bob Eva
  2. Vote For Proposed ARC Standards and Guidelines - Mark Davis
    • Explanation of vote
    • Next step is a recommended enforcement process
      1. Can look at how two or three other neighborhoods are enforcing their ARC document
      2. Handling of requests for grand fathering needs to be determined
    • Request for ARC Committee volunteers
      1. Need three individuals to replace founding members who have served for one and one- and a half years (one year term)
    • Quorum was present - 28 homes needed to conduct the vote
      1. Vote was counted by Board Member Jim Weir and two homeowners monitored
    • Final tally - 27 for, 7 against. Document accepted.

    • Dues Update
      1. $3,950 collected
      2. 53 lots unpaid, approximately 80% are now paid-in-full
      3. Second mailing has been sent except for seven or eight special cases
    • Brief Financial Update - as of Mar 31, 2003
      1. Purchase of trees and benches for $1,823.92 ($2,000 was allotted)
      2. Total expense of $2,593.26
      3. Total assets of $39,744
      4. Bank balances (savings and checking) are equivalent to one year of operating expenses and contingency funding (modest compared to a typical business enterprise)

  6. Committee Updates
    • Beautification - Bob Eva for Russell Clarkson
      1. Trees planted by the playground
        • Three large trees for immediate shade
        • Need to form a group to enhance the playground
        • Bob and Mark will be fixing the roof
      2. Raising the level of the pond
        • Finis White cleaned the pond, recently
        • A damn will be built; entrance light bulbs to be replaced; and a decorative boat will be placed by the fountain
      3. Benches by the pond
        • Three benches to be placed at the southeast side of pond
        • The Gazebo needs to be scraped and painted
    • Neighborhood Relations - Darren Spencer
      1. Visited recent move-ins over the weekend with his daughter, handing out welcome packets and encouraging our new neighbors to vote
    • Neighborhood Watch - Jim Weir
      1. Reminded everyone of the importance of looking after our neighbors (giving example of opened garage door)
      2. He's encouraged by the increased police officer presence in our neighborhood (both on patrol - including on bikes - and as residents)
      3. Reiterated importance of completing roster of block captains
      4. Tom Laine asked whether our neighborhood is an official Neighborhood Watch community. Jim responded that it is, and added that there are many signs within our neighborhood that so state we are.

  8. New Business
    • Bob Eva shared six emails
      1. Foul ball problems
        • Backyard facing baseball diamond at Salvation Army "SA" resident requested that association allow him to raise the height of his fence two feet - denied; suggested resident contact SA asking them to move their ball field back; also noted trash pile at SA - request to remove also.
      2. Complaint concerning large truck parked on street for extended period
        • This is a city code issue; provided resident with a number to call (listed at our web site), noting that there is a 1.5 ton limit
      3. Graffiti on the backside of a neighbors home remains - asking to please remove
    • Why are there so many homes for sale in our neighborhood?
      1. Based on association survey, one can expect 12% of homes to be on the market; we've had no more than 17 to 20 homes on the market recently (so, less than 8% - 256 neighborhood homes)
    • Neighbor down the street appears to be conducting a car repair business out of his home - this is a violation of our restrictive covenants.
    • Mark Davis noted that barking dogs are not something that we have much control over. This becomes an issue primarily to be resolved individually in conjunction with one's neighbor.
    • Mark went on to note that the city is done with their landscaping work facing Elm place adjacent to the new bridge - Hydro mulch has been used; no sod will be laid, nor was seed spread.
    • Graffiti has been noted on the concrete siding of the new bridge facing west. Lois Beisiegel noted that there is a special paint available that is resistant to all but the most sophistically applied graffiti.
    • Complaints were lodged concerning the "hassle" involved navigating the mew speed bumps. Also, an inquiry was made as to how additional speed bumps need to be requested. The Board reiterated that 75% of residents on a street need to sign a petition, then speed surveys are conducted. Provided there is a high enough average speed, the speed bumps will be installed.
    • Jim Weir informed residents of the availability of non-resident memberships at the Wedgewood subdivision swimming pool.
    • Darren Spencer noted a few inoperable street lights. The Board reiterated that residents may contact AEP (contact information is listed on our web site) to resolve.
    • It was suggested that a stay at home moms group be formed. Mark Davis asked the resident to email David Hutchison and he could put something on our website. Joe Domeier added that flyers could be circulated, as well (this is also something that would lend itself to a community action board).
    • A resident question was posed regarding the voting rules on the ARC Committee. Bob responded that a majority vote (two of three members) should suffice.
    • Final Board comments
      1. Seven block captains are still needed for the Neighborhood Watch Committee
      2. The Beautification Committee needs volunteers
      3. Volunteers are needed for the ARC (Joe added that if someone is less than pleased with the final document, they may be a good candidate - given high level of subjectivity involved)
      4. Yard of the Month resumes in may, concluding in August;
      5. Will try to get Red Cross for Disaster Preparedness presentation at May meeting;
      6. Meet at park for June, July and August meetings - try for ice cream and soft drinks
      7. Next meeting is Tuesday, May 6th.
