Meeting Minutes

January 7th, 2003

  1. Call to Order (7:00 PM): Bob Eva
  2. Reading of the December Minutes - Bob Eva on behalf of David Hutchison
    • December minutes were read in their entirety as posted on the web
    • Motion to accept the minutes by Michael Forcum, second by Gene Toni
    • Motion passed and accepted
  3. Introduction of New Board Members: Bob Eva
    • Introduced incoming Board Members and their assignments:
    • Jim Weir - Neighborhood Watch
    • Darren Spencer - Neighborhood Relations
    • Russell Clarkson - Beautification and Maintenance
  4. Treasurer's Report: Joe Doemeier
    • Review of December expenditures and Fiscal 2002 versus budget
    • Net Income of $6,233.52 verified as change in Net Worth
    • Treasurer's Report was motioned and approved
  5. New Business
    • Bob Eva
      1. Shed Removal - one shed was removed due to actions from the attorney
      2. Speed Bumps - speed bumps have been tabled by the City of BA. D. Hutchison to investigate resurrect the process.
      3. Beautification and maintenance - 1) Bob Eva and Finis White to replace lights in the fountain when the weather warms up, 2) timer on sprinkler reset to adjust usage.
      4. Neighborhood Watch - Captains for Blocks 5 & 7 in place. Everyone needs to become aware of the people on their block and spread the word.
    • Russell Clarkson
      1. First priority to replace the existing fountain pump to find a more cost effective solution
      2. Plans for 2003 - Tress for the park and benches for the pond area
    • Joe Doemeier
      1. Property Valuation Issue - feedback from closing companies is that homes in VTHA are being impacted in value by surrounding neighborhoods. Suggestion to create a clear demarcation between neighborhoods. Bob Eva suggested forming a committee to investigate - no volunteers, thus no action taken at this time.
      2. Community Action Board - would like to see a board put up in the park to post meeting minutes and guidelines.
    • Jim Weir
      1. Surveyors were seen in the neighborhood. Unconfirmed sources reported it has to do with flood control rule changes.
    • Discussion from the Floor on the following items:
      1. Various topics were brought up and discussed. The vast majority of which had no action to be taken by the Board, thus have been omitted from the minutes. Volunteers needed to create a quarterly newsletter.
  6. Old Business
    • Shed Committee - no new news, committee asked to leave this as an open item.
    • ARC Guidelines - started with Screen Porches and concluded with Solar Panels. Expect to complete the rest of the document at the February Meeting.
  7. Update on Neighborhood Relations - Darren Spencer
    • Four Welcome Packets handed out
    • Possible volunteers to bake goods for new neighbors. Email BM2@vtha.org
    • Need volunteers for a Welcoming Committee
